With enough time, he will get better. He will rediscover the things that naturally interest him. Like the athletics. We didn't get into this shitty position over night, and we cannot expect to get past it overnight. He does need to be accountable, however. Your instincts are probably pretty good when it comes to if he is using, and what he is using. I'd say go with your gut on it. Ask him to take UA's. Pay attention to his moods and behaviors.
