My uncle was... under 30 inches when he was 2. Per his Mom - my grandma. She was a nurse back then, and tracked stats for all her kids, but remembered this one in particular, because... by the time he was done growing, he was well over 6'6" (he didn't make it to 7', but...) My cousins and grand-cousins had the same pattern. Stayed quite small - often 50th percentile - until mid-teens, and then... BOOM!
I think growth patterns are geneticly based.
For that to be a fairly consistent pattern among a group of people with similar heritage, would be logical.
