Logical consequences are always appropriate. Anything else doesn't work on an adult (well, usually doesn't work on kids either.) Abusing the credit card = no credit card. Pure and simple. If you wish to fund anything, limit her to one chain, and get a prepaid card that you can load remotely, and give her X dollars "for gas and groceries"... but when it's gone, it's gone. You can't control what she spends it on, but you definitely control how much you provide... and it can be "nothing", that is your choice. I'm not sure from your post if she is abusing her car priveleges or not... if she is not, then I wouldn't touch the car priveleges. As far as "house rules"... make it clear that these are HOUSE rules, not "rules for HER". Everybody in the house must abide by the rules. Consequence to not fitting in to house rules? You don't get to live at the "house" anymore. The computer doesn't seem to be the source or cause of problems at this point... and is a necessary tool for her education. I'd leave it out of the picture.
