The accommodations list needs to grow, too. Like... seriously? If his writing is that bad, then he needs an EA to scribe for him in those situations where use of technology doesn't make sense.
Logic: If he doesn't have the neuromotor control to write correctly, having him do grade-level writing just forces him to "practice" doing all of it wrong - and the volume of "wrong" practice will exceed the volume of "right" practice by multiples. Which means... with this approach he will NEVER learn to write...

Sounds like it would help to have a formal Occupational Therapist (OT) evaluation and formal Occupational Therapist (OT) help... the Occupational Therapist (OT) adds weight to the IEP and to fighting back against teacher stupidity (OTs don't like teachers undoing their work).
