Is this the norm?

My son has been on an IEP for about 3 years. he's been at the same middle school for the past 2 years. Every year, the complete iep team changes. The case manager and school administrative rep change and they usually bring in a different gen ed teacher each time. I feel like the majority of time is spent re-educating people and starting over with getting them to see that "no, this isn't all intentional, bad behavior with difficult child". Is this the norm?

Unfortunately, yes. The personnel changes for all kinds of reasons, transfers, yadda, yadda.....

I tried to circumvent problem by making a web site for difficult child's teachers. Some appreciated it, some didn't.

Can't win for loosing.....

We're at a small school in a large district and there is a lot of turnover both in principals (who are trying to move up by going to larger schools) and Special Education support staff (whose work days are often divided between schools).
