I would look for a certified bra fitter, someone who has studied to learn to do this. I have friends who work in dept stores and the 'bra fitting' at their stores is more of a marketing thing than anything they get more than an afternoon of training in. One friend has told me that her first day as a 'bra specialist' was being shown on herself and 2 customer how to measure and then she was left alone in the dept for the rest of her shifts. By the end of a MONTH she was the 'head' bra fitter, meaning the most senior person in the dept and the one who trained the others. She personally would not ever go to her own store for a bra fitting. The best training comes from learning to fit bras and prosthetics for mastectomy patients. The only really comfortable bras I ever had came from people who did this. They work in small independently owned shops and the bras are not cheap. They are SOOOO worth it though. The difference is HUGE. They know what brands and which styles in each brand fit what body type and sizes. Many also sell swimwear that is better fitting than most that you would find with-o their help. I know where 3 shops are in my state, but not in yours. If you must do a quick purchase, I would go for the braleluia by Spanx. It is made of pantyhose like material, only MUCH more heavy duty. I had excellent luck with these and they adjusted to weight loss/gain with-o problem. I know several friends who lost weight and had similar problems to yours and they really liked this bra after the weight loss. These are NOT flimsy like the bra genie. They will hold up for quite a long time when washed properly and will not give up the way the bra genie does.
