Literally handing over medical records with-o consent

Handed over numerous psychiatric reports to a neuropsychologist hired by the school. I did not sign a consent form, was asked to bring records instead. Are my son's records still protected from being distributed to others by this neuropsychologist?

The neuropsychologist must follow hipaa laws, which do allow disclosure under some circumstances. http://www.hhs.gov/ocr/privacy/hipaa/understanding/summary/index.html

The neuropsychologist may refer to sections of the psychiatric records in his/her report to the school district since that would be part of the medical history he had available.
