When my daughter was about 7 I put her 'outfit's in ziplock bags. Then I put 3-4 bags in her dresser drawer. She was allowed to choose one bag each day. Before she was allowed her bath at night (she loves her baths) she had to show me that her dirty clothes had made it to the laundry basket.
My daughter did not do well with-too many choices. Drawers full of clothes overwhelmed her. So we simplified. It made both of our lives much easier.
I also minimized the stuff in her bedroom. I think she did better in an environment where there was less to distract her.
