I'd also tell the landlord that this is a violation of your lease (and it is) because this dude is making it difficult to enjoy the rental that you are leasing and that it is the landlord's responsibility to ensure the enjoyable use considering you pay your rent to him. Tell him if he doesn't deal with this you will start putting the rent into escrow and he'll get his rent when he deals with this issue.
