If you are willing to take the dog, I would be thinking about holding it "hostage". If Dude can payoff fines you will think about returning. He has probably already lost interest, so would be better for the dog if he doesn't want it back......Sorry, sometimes you get to hoping things will change for the better.......reality bites.....
