Need opinions on Easy Child-inappropriate touching

Could some of you who have had experience with children who have been involved in sexual acting out episodes please visit this thread and respond? This parent has some decisions to make regarding counseling, reporting, etc and I'd really like for her to have the benefit of your knowledge and experience first.
