I'm working on an e-mail to our grant case manager. I'm hoping that she will know how to get this stopped.

What about the police? As her mother, you can (I would think) legally discuss her history. I would think (HOPE) the police would be interested to know that the Residential Treatment Center (RTC) is considering putting a predator in touch with children. And if not the police, how about the state licensing board?
