You have to sue them. You'll win. How do I know this? The Sp Ed Director in my district told me I could sue my own district- and win- because easy child had a substitute math teacher "indefinately", with no plans to hire one for the rest of that year. So, even though he was in AP classes, he would have at least had a teacher if he was in regular ed. I didn't know how much power I actually had until after the fact. You aren't a priority because you don't do anything about their incompetence. Get a lawyer, the lawyer contact them, you'll win money, but someone will be watching them and Wee will get the education he's entitled to by law.
