I'm confused by this as well. One the one hand, I understand their "concern" if they have noticed some decreased mental capacity on your part or a PCA has reported you are not capable of meeting kt's needs. But to spring this out of the blue on you? I would definitely want to know their motivation.

I would be interested in finding out when are they talking about this taking effect and what prompted this suggestion? How in the heck can they proceed with TPR when kt still lives with you. Are they going to pay you to be a foster parent? How will this affect the kt and wm's fragile beings?

I think having a family member speak for you, at least as far as asking some questions, is a great idea. I assume this is your family member who handles some other legal matters for you? See what feeling and answers they get before your contact an attorney - it could just be something someone suggested "in passing". I think if you get a few answers you will know what to do next
