BUT...there are too many instances of them being used unnecessarily on people who are small, or weak, or ill, with dire consequences. I think, like with a gun, there should be stringent guidelines in place for their use.</p><p>I am thankful that I am not a police officer and I have great sympathy for them in most instances but, like all of us, when they find themselves in a "situation" they don't always have time to think before they act.
