Texas governor orders

I am pretty surprised that a governor can just enforce something without any protest or any kind of voting process, if not by citizens then by the other political officials in the state. While I think the vaccine may be remarkable, the cost of it is $120 a pop and the american cancer society recommends that it be taken 3 times in the first year. Well we all know that Texas is so big it could be a country by itself. So lets just underestimate and say there are 500,000 uninsured kids or kids on medicaid there. $120 x 3 times a year = $360 x 500k kids = alot of money! Who pays for the medicaid system? Taxpayers! And....why didn't the taxpayers get a say in this?
