The difference in how dogs are treated in different regions. My question: why?

I didn't want the car to get stolen." We didn't get a ticket, but people here will call the police in the blink of an eye if they believe you are abusing your pet.</p><p>Why do you think pets are treated worse in the south? Or do you think it's a myth? I'm very curious about this. We get a lot of rescue dogs brought up from places in the south. One rescue worker in Kentucky that I know makes regular trips to Chicago to rehome the dogs. WHY?
