I'd be tempted to contact both... sometimes, the private side is prepared to take on "ground-breaking" cases just to make a point and/or to pave the way for others.

Try your local law school. Also you local congressional representative and even your senators. Their staffers are often motivated young ppl who haven't become jaded (yet). Also, try googling court watchdog organizations for your area. Good luck
