What is the agency

    (or are there more than one) that is supposed to be there to protect all individuals' civil rights?

    Bear in mind that it is a private organization rather than a government agency.

    Oh- do we have a gov agency designed to do that- other than the police force?

    I'd be tempted to contact both... sometimes, the private side is prepared to take on "ground-breaking" cases just to make a point and/or to pave the way for others.

    Try your local law school. Also you local congressional representative and even your senators. Their staffers are often motivated young ppl who haven't become jaded (yet). Also, try googling court watchdog organizations for your area. Good luck
