TL.....I think I live in the cheapest cig state. You might want to tell him that instead of cigarettes he start smoking what are called little cigars. They come in a carton just like cigs and they are only 10 bucks a carton or you can get them for a$1 a pack. I forget the name but I will look it up the next time I am at the store. Or he can roll his own. I am sure he is aware of how to roll a joint. Same concept. They sell canned tobacco and you just buy rolling papers and you can smoke your own rolled cigarettes. Much cheaper. If you want the filter they sell a machine to do the whole thing. You could send him one of them for a gift but personally I would just let him do them unfiltered. If he wants to do them with the machine , he and a couple of friends can save a dollar or two each week for it.
