Biology is the first thing the courts consider unless the felon has committed child abuse. It's rather sad. The bar to remove a child from it's biological parents is very high.</p><p></p><p>This little guy really needs one stable home for the rest of his childhood as well as interventions to help him move toward independence, whatever that potential is for him.
