Yep. They shoved all the money into prisons and punishment and fear, and didn't do much about the root cause of most of it - excluding kids who don't fit in. The numbers should he WAY different. The money should be in education and therapy and treatment with a little bit of parks & rec & after school programs added for god measure. Even all of that together would be cheaper, but apparently fear is a great motivator and shoving people who need help into prisons makes other people feel safe. BAH!
