My former job gave me exactly 39.5 hours a week. Very intentionally. Once you hit 40...they have to do benefits. I saw a few people who were fired after going over their hours.
I get it, but I don't really get it. I know they are trying to cut costs, but if you're busy and need someone to work...you work. I would think customer satisfaction would be top, but the bottom line is money.
