I'm a little freaked about the hammer and have sent it to husband for an explanation.
Not giving this guy any attention is a good strategy towards making it stop. However, it certainly doesn't seem fair to the neighbors.
Now that he's been arrested...I do hope he gets some professional help.
I am repeating to myself over and over..I will NEVER complain about my neighbors again!

OK, now that I get the claw hammer part I'm starting to wonder about the plastic bag! Maybe he was worried about hygiene? Actually, after working in the prison system for 22 years, I've pretty much heard (or seen 
) it all!
I'll bet it was hard to keep someone handcuffed who had motor oil up to his elbows! As they say in the south, "The boy just ain't right ... bless his heart!"
