My experience was that you had to go through increasingly more intensive services .... I couldn't get youngest directly into Residential Treatment Center (RTC), either. Had to go through the list of all other (less expensive) options, first. It's just the way the system tends to work. You have to try and fail at each level of service before they will give you the next level. Very frustrating, but I suppose it's set up in an effort to save money.
