Travel tours for young adults?

My almost 19 year old wants to travel this winter somewhere out of the country. I think it's best that she go with a group tour, but am not sure how to guide her to research this. Because of her processing disorder, figuring all this out, is mind boggling for her.

If anyone has any suggestions of reputable tour groups for older teens/young adults, please post them.

Do you have an idea of where her interests lie?
Is it Europe?
South America and the rainforest?
English speaking countries?

She's saved about $2000, so I have a feeling it will be closer to home...maybe Mexico. She's interested in snorkeling and photography.

I just want to make sure she chooses a travel company with a solid reputation.

If she's doing something like Mexico, have you considered something like ClubMed? Great fun, loads of activities and she can gear it towards her interests. Each one is basically set up as a compound with tours of outlying areas if someone wants to do it. If not, there is more than enough to do while there and meals are included (and communal so she wouldn't have to sit alone).
