We had to use an Army Surplus ammo can to store husband's medications in. My late step-nephew used to steal husband's medications. After that happened, he stole the whole ammo can. We wound up bolting a locking safe to the floor in the bedroom (looked great with our wood floors, let me tell you). The boy was a flat out addict who later died of a heroin overdose.
But, until we barred him from family gatherings; that's what we had to do. Locking container bolted to the floor. He also stole husband's syringes for his injectable medications along with the narcotics.
Try getting more of that stuff when you are on a pain contract.
