My husband is getting this pop up on his computer. It impedes his progress in going any further than google and, at the same time, seems to be encouraging him to purchase security software.

Is this a virus? If so, how can he remove it safely from his computer?

It is malware....I use a malware remover: Malwarebytes' Anti-Malware. You can download for free.
