I haven't read all the replies but how about a netbook? Similar to a laptop but usually without a Cd/Dvd drive. husband has an HP he got at Costco for under $250.

You can delete the program that makes the web cam work. Easy-peasy. It's on your start up disc if you ever want to use it. Make yourself the admin and don't allow anyone else to make changes, you'll be fine. Or just jam a ball point pin in the viewer and break it. You really can't get a laptop without a web-cam. Getting one without would probably be special order and be way more expensive.
