Yikes! I'm SO glad he was wearing a helmet.
It will take a while for him to get over his injuries. Not to mention the trauma. And husband has his own trauma, as you've mentioned. I hope they both open up and talk about it soon. Nothing you can do about it in the meantime if your husband doesn't want to press charges.
You can call the police who took the report and make sure the lady gets a ticket for not yielding to a pedestrian. Maybe that will be enough.
