Fetal Alcohol Effects (FAE) is not like a psychiatric disorder because, again, it is permanant brain damage caused by bio. mom's drinking. The ADHD/ODD etc. are just part of the alcohol affects. Do you think your brother understands cause and affect? Sometimes these kids are highly verbal, but they don't understand as well as they speak.
