He refuses to read. Has refused silent reading for years. He has so many missing assignments because he refuses to do it. I don't understand the thinking here. He does do well on his state tests. I do not think his placement should be based on these scores. This does not show his everyday behavior and willingness. </p><p></p><p>Can you tell.
