You should also check out manifestation hearings, change of placement, suspensions on Wright's Law. I have gone through this fight with our SD. It is nasty but if they haven't done everything they can, they need to be held accountable. If you don't stick up for difficult child, who will. My advocate was AWESOME and made a huge difference.
