remember my neighbor with the dogs?

The one dog still lunges at me over the top of the fence and the owners although they saw it come after me and said that maybe they need a higher fence have never done anything about raising it up. Unfortunately the neighbor's whose cat was killed was doing everything right. She installed a 6 foot fence to protect her children and she kept her cats indoors.
