They can go into any target or walmart and buy a cell phone for $10 and then buy a phone card for minutes and they have access to a phone and texting that you don't even know about. There is no monthly charge or contract to sign. My difficult child did that and spent over $50 in a two week period before she learned that her call and texting habits were too expensive.
