School districts in the US have early intervention & Special Education pre-schools for those young students that have special needs. The process is the same as for older students in that you must request (via certified mail) an evaluation of all suspected areas of educational impact. The SD gets the evaluation from the specialist you chose off their list. A meeting is called. Areas that qualify are then discussed and a plan is formulated for services. A behavior plan may be set up to address discipline so that there are more effective ways than praise or TO.
The folks in the Special Education forum can probably give clearer info than I have.
