If she is really depressed, consequences probably won't do much.
Also I suspect the disrepect re the grades was a defensive reaction on her part. Not good, but understandable. Why would she want to talk about it?
I would work on the depression first, not take away all privileges--see if there are one or two that make a difference. Based on experience with my son, if she doesn't react positively to regaining her privileges I would definitely suspect strong depression.
